Things you should see.

This is really cool. If Harper et al. did something like this, I might even be able to overlook unsuccessful attempts to meddle in our private lives (offer does not apply to successful attempts).

So is this, on a smaller scale. I'm not sure I can say much about government policy related to bananas, though.

No. Its just assumes that there is an ecological cost to heating your house which is mitigated by using 'waste' heat from light bulbs.

As to whether its a good idea to heat with electricity, I think that strongly depends on the methods used to generate it in the first place.
